Are betting apps allowed on Google Play in Kenya? What Google's policy requires
Yes, with conditions. Google Play lists Kenya among the countries where real-money gambling apps may be distributed, for online casino games, sports betting, horse racing and lotteries. The developer must pass Google's gambling application, hold a valid licence for Kenya, block under-age users and users outside the licensed area, and offer the app free.

Does Google Play allow betting apps in Kenya?
Yes, but only through a gate. Google's Real-Money Gambling, Games, and Contests policy allows apps that enable online gambling in select countries. The developer must complete Google's application process and be a licensed operator with the appropriate governmental gambling authority in that country.
Kenya appears on Google's separate page of country and region allowances. Its row allows online casino games, sports betting, horse racing where it is regulated and licensed apart from sports betting, and lotteries. To tie any listed app to a Kenyan licence yourself, follow the steps to verify a betting app's licence.
Daily fantasy sports is on Google's general list of gambling products but not in the Kenya row. An app that does not pass the gate falls under Google's rule for other real-money apps, which bars wagering real money for a prize of real-world value and names online casinos, sports betting and lotteries as examples.
Google's examples of violations under that rule include apps whose buttons, menus or webviews call on users to wager real money, such as an invitation to "BET!" or "REGISTER!" for a cash prize. Apps that accept or manage wagers, deposits or winnings without Google's gambling approval fall in the same group.
What does Google require from a gambling app developer?
The policy sets out requirements that every eligible gambling app must meet. They cover the licence, who may use the app and how the app is sold. The table puts each one beside the Kenyan rule that deals with the same point.
| Topic | Google Play requirement | Kenyan rule beside it |
|---|---|---|
| Application | Developer must complete Google's gambling application process | No gambling may be offered unless licensed under the Act: s.28(1) |
| Licence | Valid gambling licence for each country, state or territory of distribution | Online bookmaker, online lottery and online casino licences: s.67(1) |
| Licence scope | No gambling product beyond the scope of the licence | Online gambling licence runs one year: L.N. 111 Fourth Schedule |
| Age | App must prevent under-age users from using it | Proof of age of majority before registration: s.72(3); identity and age checks: L.N. 112 r.82 |
| Location | App must block access from areas the licence does not cover | Geo-location able to block prohibited locations: L.N. 112 r.41(c) |
| Price and billing | Free to download; not a paid app; no Google Play In-app Billing | Deposits by debit card, electronic transfer, mobile money, cash or approved methods: s.73(4) |
| Rating | AO (Adult Only) or the IARC equivalent | Persons under eighteen treated as minors: L.N. 112 r.92 |
| Responsible gambling | App and listing must clearly show responsible gambling information | Deposit, loss and session limits and self-exclusion tools: L.N. 112 r.84 |
Which licence counts for Kenya?
Google's policy speaks of the appropriate governmental gambling authority but does not name Kenya's regulator on these pages. Section 6(1) of the Gambling Control Act, 2025 establishes that body as the Gambling Regulatory Authority of Kenya. Section 10(c) makes issuing gambling licences one of its functions.
Under the Fourth Schedule of the Gambling Control (Licensing) Regulations, 2026 (L.N. 111), an online gambling licence lasts one year. A licence shown to Google at application time therefore has to be renewed every year to stay valid.
The Authority publishes its list under the heading "Licensed Gaming Companies for the Trading Period 2025/26". The app check page sets out the operators on that list and the domains their apps should match.
How do age and location rules meet on a Google Play app?
Google requires a gambling app to keep under-age users out. Section 72(3) of the Act requires an operator to obtain proof of age of majority before registering any player. Regulation 82 of the Gambling Control (Conduct of Gambling Operations) Regulations, 2026 (L.N. 112) adds identity, location and age assurance checks before anyone gambles online.
Gambling is for adults of the age of majority, which in Kenya is eighteen, and regulation 92 of L.N. 112 refers to persons under eighteen in its rules on keeping minors away from gambling promotion. Google's ads rules point the same way: an app on Google Play may not show gambling ads to users known to be under 18, nor target them.
On location, Google requires the app to block places its licence does not cover. Regulation 41(c) of L.N. 112 requires online gambling systems to use geo-location that can block prohibited locations, and why betting apps ask for your location explains the prompt this produces. Regulation 7(1) of the Foreign-Based Operators Regulations, 2026 (L.N. 113) works the other way, obliging foreign-based operators to geo-block persons resident in Kenya.
What does a compliant Google Play listing show?
Several of Google's rules are visible on the listing itself, before anything reaches your phone. Look for each of these points.
- Price: the app is free to download and is not sold as a paid app.
- Rating: an Adults Only rating or the IARC equivalent, not a rating for younger users.
- Responsible gambling text: Google's country page requires a statement in the listing description and inside the app, with local contact details for third-party problem gambling support. For Kenya, Google gives Responsible Gambling Kenya as an example resource.
- Contact details: Play Console help says a support email address is required, and the developer may add a website and phone number, all of which users see on the store listing.
- Developer name: a company that appears, under its own name or its trading name, in the regulator's list.
A listing that charges for the download, carries a rating for younger users or has no responsible gambling text does not match Google's published policy. Any one of those points is reason to stop before you register.
What does Google Play approval not prove?
The two Google pages cited here do not publish a list of approved gambling apps, so the listing is the only visible trace of Google's check. The listing also cannot tell you whether the licence behind it is still in force today.
The regulator's list shows a last change on 19 March 2026, more than three months before the 2026 Regulations were gazetted. Regulation 30 of L.N. 111 then gave holders of licences from the repealed Act sixty days to apply afresh. Where the current status matters, ask the Authority on its toll-free line 0800-723-770, as shown on the regulator's website.
Apps outside Google Play follow other rules. The guide to Android's warnings for betting APK downloads covers files from websites and chats, and App Store rules for betting apps on iPhone covers Apple's side.
Questions people ask
Is every betting app on Google Play licensed in Kenya?
Google's policy requires a valid licence for each country where a gambling app is distributed, but the store does not show you that licence. Match the developer name and the App support website with a row of the Gambling Regulatory Authority's list. If you cannot find the company or its domain there, treat the listing as unverified, whatever the store page says.
Why can I not find a particular betting app on Google Play?
Google accepts gambling apps only from developers that complete its application process and hold a licence for the country, so the operator may not have applied or may not have been approved. Some operators offer an APK from their own website instead. That route brings Android's unknown apps prompt and Play Protect scans, and it still needs the same licence check.
Can a betting app on Google Play charge for the download?
No. Google's gambling policy says the app must be free to download and install, must not be sold as a paid app and must not use Google Play In-app Billing. Deposits go to the operator through its own payment methods, which section 73(4) of the Gambling Control Act, 2025 lists as debit card, electronic funds transfer, mobile money, cash or other approved methods.
What age rating should a betting app have on Google Play?
Google requires gambling apps to carry an AO (Adult Only) rating or the IARC equivalent and to prevent under-age users from using the app. In Kenya the age of majority is eighteen, and section 72(3) of the Gambling Control Act, 2025 requires proof of that age before an operator registers a player. A betting app rated for younger users fails both tests.
Does Google Play require betting apps to block users outside Kenya?
Google's policy requires a gambling app to prevent access from countries, states or areas that the developer's licence does not cover. Kenyan law adds its own rule: regulation 41(c) of the Conduct of Gambling Operations Regulations, 2026 requires online systems to use geo-location that blocks prohibited locations. That is why a licensed app asks to check your location before it activates an account.
